Shakira is a shapeshifting warrior who can become a cat. She is a native of Skartaris.
History
Shakira first met Travis Morgan, the Warlord, as a slave of Amarant, the queen of a race of giants called Titans. She and Morgan helped each other to escape after surviving in an arena and eventually killing their captors. Since then Shakira has been a frequent ally and companion of Morgan.
Shakira's past and how she can transform into a cat remains a mystery. During Morgan's travels he came upon a woman named Tamara, who greatly resembled Shakira. According to Tamara, her uncle was an alchemist who abducted young women and tried to turn them into cats. The local townspeople learned of the kidnappings and burned the alchemist's home. Tamara and her uncle escaped and the latter continued his experiments on his niece, with the result that Tamara became a were-tigress. Her uncle claimed that frequent transformations would eventually cause the subject to change from being a tame feline into a savage killer beast in which Tamara attacked her uncle.
It remains unknown if Shakira and Tamara were somehow connected, and if Shakira would herself one day become a deadly tigress. Morgan even speculated that she might not be a woman who turns into a cat, but a cat who turns into a woman.[1]

- Therianthropy: Shakira has the ability to transform herself into a cat at will. Either that, or she has the ability to turn into a human at will. It's not really clear. Deimos stated that her power comes from a connection to The Red.[2]

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
