Shazam is the result of Neron separating mortal Billy Batson and his empowered form into two different entities. Billy would remain in Hell to guard the Rock of Eternity, while Shazam returned to Earth to act as a hero, now without his younger self's innocence or conscience.
History
Justice League of America
To protect a powerful prisoner locked inside the Rock of Eternity, Billy and Shazam made a pact with Neron, so that they might live as two separate entities. This was necessary, as Billy's innocence was key to hold the prisoner inside his cell, given that innocence is a strong power while in Hell. Shazam, now independent, had to come back to lead the Justice League of America, trying also not to arouse any suspicion about his new status. But without Billy acting as his counterpart, Shazam's sense of justice changed: he started killing criminals, or anyone not following his view of the world.
He tried to trick his comrades, but soon, after a mission when another criminal, Creeper, was killed with a modus operandi the JLA already encountered. Both Johnny Thunder and the drones of Iron Heights Penitentiary knew that the killer was Shazam himself. So, Shazam trapped and then killed Johnny in Philadelphia, while he also hacked the drones to delete the files incriminating him. But Question and Vixen, leading an internal investigation, were able to retrieve the files, and uncovered the secret about Shazam's new way of justice. In a fit of rage, Shazam, who also felt guilty for the fate of Billy, constantly tortured in Hell to defend the Rock of Eternity, revealed he also killed the fourth man to become the Question, called Drake.
As now the JLA knew he was the killer of several people, he explained them about the pact he made with Neron, and the consequences it had on his persona.[1]
