Silvanio Romero is Cheer, the creator of cheerdrops a drug that induces euphoric hallucinations in users. Prolonged usage of cheerdrops has left him psychotic.
History
Silvanio Romero was the husband of chemistry professor Olivia Romero, the chemist who created the original formula for phobosoxide, Scarecrow's Fear Toxin.[1][2] Stagnation in his career made him resent geniuses like his wife. Eventually, his resentment caused a rift in his marriage and sent him into a downward spiral.[2] Driven by a need to prove he could make something world-changing, he used Olivia's phobosoxide formula to create a drug that induced euphoria and pleasing hallucinations in users.[1][2]
Unbeknownst to Romero, prolonged usage of his formula caused him to develop psychosis.[2] Renaming himself Cheer, he began distributing his formula in the form of a street drug called cheerdrops throughout Gotham in an attempt to heal the city with "happiness".[3] At some point, he began controlling Mr. Freeze with cheerdrops and using Freeze's criminal infrastructure to aid his efforts.[2] Eventually, Jason Todd and Batman shut down his operation and captured him.[3]
