Simon Hurt was an old foe of Batman.

History

After the death of Batman, Damian Wayne sold his soul to Simon for the safety of Gotham.

Years later, 2-Face-2 hacked into Gotham City's artificial climate control and had it rain a mixture of Monster Serum and Joker Venom. He convinced the president to drop an atomic bomb on Gotham.
