Solar City exists in the 58th Century and is the seat of the unified government of the solar system and its governing body, the Solar Council.
History
The Solar Council is chaired by Korlian Dasor and its full-time secretary, Iona Vane. Due to its relative vulnerability, the Star Council developed a Timescope in which it could summon champions from the past to help in its defense when under attack. Hal Jordan was often called upon by the council to serve as its director. One of the side effects of the time travel however, was memory loss so the council devised an alter-ego for Jordan called Pol Manning. Jordan (as Manning) had memories and a personality implanted as well as a love interest, played by Iona Vane. The Solar Council would use its Timescope and summon Jordan many times over the next 16 years.
