In 1940, secret agents of an unidentified hostile foreign power, led by a man called only "Frantz", attempted to assassinate the King and Queen of Solvonia, in the USA, while they were on a good-will mission. The intention was to prevent a U.S.-Solvonian alliance, and the plan was to sink the ocean liner on which the royal couple arrived, in New York Harbor. This would ensure the largest possible audience and maximum press coverage. A radio-controlled dynamite-laden speedboat was assembled for this purpose. The assassin team was infiltrated by an American espionage agent, Capt. Bruce Blackburn, who after a great deal of trouble was able to use the speedboat to sink the yacht on which the enemy agents were monitoring the operation. The yacht was destroyed and the spies were apparently all killed.
