January 1943, Operation Torch is over. With it, the Allies have won a foothold in North Africa and securing a jumping off point which to attack Axis-controlled Europe. However, there is resentment and unrest from those still loyal to German-allied Vichy France.

The Allied leaders Roosevelt, Churchill, and De Gaulle gather in Morocco to plan the Allied European strategy. However, the conference is not safe as Vichy terrorists attempt to gun down Roosevelt. Fortunately, "Roosevelt" is the Unknown Soldier and the terrorists are shot. Allied Intelligence confirmed that the Vichyite terrorists are led by someone known as The Viper.

The Unknown Soldier disguised himself as a Nazi collaborator, Andre Clair, and visit The Black Parrot nightclub where he learns The Viper is a woman named Shandra, who became The Viper in order to seek to avenge her dead brother, who died in battle against De Gaulle's forces.

The Soldier disguise himself as Shandra's brother, making her to repent her actions and tricking her to reveal her plot to assassinate the Allied leaders: a assassin posing as a waiter is smuggling a bomb to the conference. The Soldier foils the assassination, and Shandra is captured. Though the Unknown Soldier is not proud of the deception, he hopes at least that Shandra have the false hope her brother lives.
