Steel (Volume 2) with a cover date of September, 1994.
Synopsis for "The Challenge!"
Steel returns to Washington, D.C. after the conclusion of the Worlds Collide event in Metropolis, believing that Black Ops has been destroyed. However, Hazard is setting up a new headquarters in D.C. and is planning to send a team after Irons and his family. Jemahl is plagued by guilt over the shooting and paralyzation of foster brother, Tyke. He retrieves a hidden stash of the drug Tar, even though it'll mean his death if he takes another dose. While on a family outing to the Vietnam Veterans Memorial, where Grandma Steel's brother's name is listed, they meet a man who looks like a young John Henry Irons. Black Ops attacks Steel. Jemahl contemplates taking a dose of Tar to help, but the young John Henry Irons (displaced in time by the Zero Hour event) helps out instead. Steel defeats Flatline, Hotspot and Quake before Black Ops retreats.
