Synopsis for "Strange Weather (Part 2 of 3): Red Sky in the Morning"

Weatherman Jackson King meets with StormWatch Black in New York City and assigns them to infiltrate the New Orleans township of Pavane that has been occupied and quarantined by the U.S. military. They are to find what is going on there while they remain unseen and uncaught, as StormWatch Black is an illegal entity. The infiltration team soon finds American soldiers moving crates loaded with biowarfare materials.

Christine Trelane investigates the missing U.S. Senator John Kane, who went on a fact-finding mission to El Salvador for the International Human Rights Commission after rumors of human rights abuses perpetrated by American intelligence. Skywatch soon finds the airplane wreckage which Senator Kane was on board. Christine leads an analysis team to sift the wreckage in which they soon find Kane's remains and his intact laptop.

Jackson and Christine went through the laptop and discovered Dr. Robert Girard's name in Kane's reports. They summoned Dr. Girard to Jackson's office and the geneticist confesses to them that America's International Operations has been illegally conducting superhuman experimentations in an El Salvadorian village (thus breaking the Caetano Resolution) and they may be doing so in America as well.
