The Storm King fought the Blackhawks at least twice, in the 1950s.

The Storm King's Cyclone Machine was, like most Communist inventions, the product of somebody else's work. In this case it was reluctantly and agonizingly designed by German Scientist Hans Muller, via Truth Serum and other coercion. This machine was incredibly destructive, and exceedingly invulnerable. It could reduce the barometric pressure on a targeted area, so intensely and so rapidly, that super-hurricane-force winds would develop, and wipe out everything down to the ground. A high-ranking Red officer calling himself the Storm King put it to work for exactly that purpose.

This maniac briefly rampaged across Central Europe, and completely annihilated five cities, before being brought to a belated but abrupt halt by the Blackhawks. His machine was incinerated, after being smashed into by a flying steam locomotive, and other than Blackhawk (riding the undercarriage), no survivors were seen.
