Superboy (Volume 4) with a cover date of August, 1998.
Synopsis for "Darkness and Light"
Back in the Wild Lands, Superboy, Guardian, Dubbilex, and Doctor Canus investigate what's left of the labs built fifty years before for Project Moreau. There are strong, psychic impressions left in the ruins, and Dubbilex is able to create a psychic image of Doctor Grant, the project creator. He apparently developed a means to "evolve" the animals into Furries, but the rest of the project went bad when the Furries were apparently going to be used for violent means, which lead to so called Beast Wars. Grant managed to hide all knowledge of the island from the rest of the world and entrusted Sacker to use his serum on any humans that arrived.
Back in the city of Roam, Nosferata plans for her wedding and provides the means for Ratsputin to escape from prison. Tuftan goes through with the wedding as planned and he and Nosferata become king and queen of the Wild Lands. Superboy and Guardian return to Hawaii to see Howler, Gorr, and Growler. He also has a reunion with Hillary and Krypto. SB had been hoping to see Tana Moon, but she's no longer even in Hawaii. The three companions decide (still in exile from the Wild Lands and having nothing better to do) to track her down for the Kid.
Superboy agrees next to go with Guardian and Dubbilex to Paris to deal with a certain genetic anomaly. As soon as they arrive, they are tagged by Director Alpha of the Agenda. The Kid, ever one to jump first and question later, interrupts a photo shoot for the famous super model known as Hex when he thinks she's in danger -- and Hex is not happy about it.
That night, the Kid goes flying about Paris to sulk. Alpha sicks Grokk the Living Gargoyle on him -- Grokk being a huge stone dragon-like creature more than an actual gargoyle. The attack spills over onto another shoot for Hex -- which results in a massive explosion when Alpha launches a grenade in their midst.
