Superman and Batman go to meet Toyman (Hiro Okamura) and it is revealed that he has created a giant mech. The giant mech is designed with its left side modeled after Batman and its right side modeled after Superman. Superman intends to pilot the mech up to the Kryptonite asteroid and destroy it. He hopes the mech will sufficiently shield him from the Kryptonite and he will survive, but his allies are unsure. Suddenly, Captain Atom appears and subdues Superman with a Kryptonite ring. The ring originally belonged to President Lex Luthor but had been in the possession of Batman and kept at the Batcave. When Batman asks him how he knew its location, Atom tells him that Superman told him in the future. Batman asks Atom how he can trust him considering he absorbed Major Force. Atom says he cannot, but also reveals that when he absorbed Major Force, he was sent to a possible future. There, a possible future Superman told Atom that their plan failed, and the world suffered a cataclysm. With Superman subdued and this information revealed, Batman has no choice but to agree. Captain Atom pilots the mech out of Earth's atmosphere to destroy the asteroid. Meanwhile, it is revealed that Luthor's failure to defeat and discredit Superman, combined with the injections of a mysterious superpower serum, have driven Luthor to insanity. Luthor publicly challenges Superman to single combat. Superman agrees and confronts Luthor. An epic battle ensues. During the battle, Luthor reveals to Superman that his technology has been supplied by Darkseid. Unbeknownst to Luthor, he is secretly being recorded with his admissions broadcast to the world. Luthor is defeated but escapes and disappears. Simultaneously, Captain Atom seemingly sacrifices himself to destroy the asteroid. Luthor's confession leads to his impeachment. Pete Ross becomes the President of the United States. The pieces of the destroyed asteroid fall to Earth, bringing with them thousands of pieces of kryptonite. Worried for his friend, Batman mobilizes most of the heroes in the world to collect all the kryptonite they could find so that it will not fall into the wrong hands.

Continuity Notes
- Lex Luthor was elected president in Superman: Lex 2000 #1. This is the first time since his election that he has revealed himself as a villain to the world.
- Lex Luthor is next seen in Superman/Batman #22, having been pulled out of time from the end of this issue by Mister Mxyzptlk as part of a cosmic game with Joker during the With a Vengeance! arc in Superman/Batman #20–Superman/Batman #25, getting put back in his proper place in time in #25.
- Luthor mentions that John Corben, the villain Metallo, really killed Bruce Wayne's parents. After the events of Zero Hour, the identity of the Wayne Family killer became a mystery again in Post-Crisis continuity. This plot is explored more next issue and in Superman/Batman Secret Files & Origins 2003. Later on, the identity of the murderer of Batman's parents was restored as Joe Chill during Infinite Crisis.
- Captain Atom seemingly dies in this issue. He appears next in Superman/Batman #20 under the control of a new Kryptonite Man.
