Synopsis for "Against the Odds"

This story is reprinted from Superman Giant (Volume 2) #2.

Lois tells Jimmy to take pictures of a heated protest against legalization of casinos before going to the municipal council meeting regarding the issue. Council President Andrew Davidson asks the public for their views and receives a great amount of opposition to the proposal. Clark butts in to ask about concerns of increase in organized crime due to gambling legalization, since Lois had been barred for questioning him about misuse of the city's funds, but Davidson dismisses the question.

While talking with Lois, Clark hears police chatter about a robbery at a jewellery store and goes away to stop it. Lois meanwhile tells Jimmy to question Davidson and tells him to get over his anxiety. As the robbers struggle to find enough jewellery worth paying back their debt, Superman arrives and notices they've never used a gun before since their firearms are unloaded. He subdues them both and returns the stolen jewellery before turning the two in. It is revealed that the Gambler expected this to happen and was betting on it.

Later at the Daily Planet, Clark requests Perry to let him investigate the sudden increase in non-violent crime by people who never committed a crime before, including the two robbers Superman stopped. Perry refuses and tells him to help out Lois on the casino legalization news. It turns out the Gambler is taking in bets for where Superman will be next. It turns out he orchestrated the robbery to win his bets and is now making a woman set a building on fire so those who lost the bet on the robbery and bet on Superman not being there, can't pay off their debt.

Superman later saves a girl from a building of Luthor Properties that had been set on fire and learns from the woman behind it that she was made to do it by those she is in debt to. She refuses to reveal who she owed the debt to out of fear of being arrested and he promises to send someone who'll keep her secret. Clark later meets the woman Elise Ellery in his journalist disguise and learns that the Gambler made him do it. Back at home he starts drinking pop out of regret and explains to Lois how the Gambler is taking bets from people on where he will go.

Lois tells Clark that she investigated the robbery he earlier stopped and one of the robbers stated that he was told by two goons to rob and one of them mentioned the warehouses at the old port. Clark immediately goes to check and destroys the Gambler's lair. After subduing all his goons, he learns from him that he was told to make these bets from the city hall in order to be able to build a casino. The council president Davidson is soon arrested for his involvement and Clark refuses eating out with Lois, stating he has to write an article about the betting money being returned to the people Gambler took it from.
