Synopsis for "The Day Superman Broke the Law!"
Superman is alerted of an impending danger that will hit the town of Littledale and decides to investigate. In order to prevent a panic, Superman tells the towns folk that he's only visiting as Littledale reminds him of his old hometown of Smallville. Superman meets Sheriff Todd and Councilman Finch. Finch is secretly a crooked politician who intends on pulling a large heist with some local hoods. Undaunted by Superman's appearance, he assures his fellow crooks that he will deal with Superman personally.
As Superman lends a hand around town, Finn turns it around by citing him on various city by-laws. First when Superman saves a child from a rampaging elephant, Finn has him arrested for violating a noise by-law when Superman's flight causes a sonic boom in a hospital zone. Taken before the local judge, Superman's sentence is suspended and is allowed to go free. Next when a bridge gives out and Superman uses his x-ray vision to repair it, he's once more arrested when Finn points out that blocking traffic. This time Superman has a choice of paying $50 or spending five days in jail. When Superman doesn't have the money, the friendly sheriff ponies up for the bill, not wanting to see the Man of Steel in jail.
Finn next attempts to get Superman imprisoned when the Man of Steel puts out a fire in a movie theater and inhales the smoke and exhales it into the air exchange, apparently violating the no smoking laws and is once more threatened with jail time if he cannot pay the fine. This time, the local townsfolk all chip in to pay his fine, a little girl going so far as giving Superman a quarter. As Superman is writing an I.O.U. a slip of paper falls on the group and Finn has Superman arrested for littering.
This time Superman is sentenced to time in the local jail. There Superman's x-ray vision detects the danger that brought him to Littletown to begin with: A Saturian super-bomb that had bore into the Earth and deactivate. His x-ray vision reactivates the device by accident, prompting Superman to dig it out and throw it into space where it will harm nobody. Just then the sheriff opens Superman's cell and tells him that Finn and his men robbed the charity money that was supposed to be used for a new hospital. Superman and the Sheriff chase them to the State line.
There Finn crosses over the boarder, and because the theft isn't a federal crime, Finn cannot be arrested by the sheriff. Superman fakes out Finn by pretending to try to hypnotize Finn by flipping a quarter into the air. Finn falls for it and shoots the quarter out of the air, playing directly into Superman's hands, as damaging US currency is a federal crime, allowing Superman and the Sheriff to arrest him. Finn and his men are promptly found guilty of their crimes and turned over to the prison.

When the city of Ragoon, located in Burma, is threatened by a geyser that erupts in the middle of their town, they are rescued by Superman. In gratitude of this heroic feat, the mayor of Ragoon wishes to issue a special commemorative stamp of Superman. Going to Metropolis, the mayor and his photographer snap a photograph of Superman grabbing a giant globe that is knocked loose from a Superman statue by an advertising blimp.
However, when the Man of Steel looks at the photograph he asks them not to use it and offers to put on another super-feat just for them. Each time Superman pulls off a super-feat something ends up ruining the picture, such as smoke from a smoke stack, radiation wiping out the film, or the Man of Steel moving so fast that the camera can't capture his action. In the end, they take a picture of Superman flying over Niagara Falls carrying a group of children over his head.
With the photo snapped, they all agree that it is better than the original and send it off to circulate as an official stamp. Superman takes the original picture, and reveals to the reader why he rejected it: When the post offices in Ragoon stamp the envelope it could potentially reveal Superman's secret identity should the the "oo" in Ragoon align up with Superman's eyes, making it appear as though he is wearing glasses.

Synopsis for "The Town of Supermen!"
One day at the Daily Planet, Lois Lane gets a anonymous letter telling her that she can get the scoop of a life time if she goes to Deadwood Gulch. Going there without telling anyone, Lois find an abandoned western ghost town, which to her surprise, is populated by men with super-powers similar to Superman. When she questions them, their leader explains that they are Kryptonians that managed to escape the planet Krypton before it exploded. They tell her that they have been living in secret and wish to reveal themselves to the world, but not without Superman's permission and asks her to summon the Man of Steel for them.
Lois rushes back to Metropolis and tells Perry and Jimmy this amazing story and they insist on checking it out themselves. When they arrive in Deadwood Gulch, they find nothing but cowboys that don't exhibit any super-human abilities. Perry and Jimmy are convinced that Lois is catching them up on a hallucination or a hoax. As they walk back to the Flying Newsroom, Lois is confronted by the Kryptonians who reveal that they are really escapees from the Phantom Zone who were freed during a recent nuclear test and that they have invented a device that they intend to use to banish Superman to the Phantom Zone.
Lois rushes back to Perry and Jimmy and manages to convince them that what she has heard is the truth by showing them the barbershop. Since it's still covered in dust and cobwebs because Kryptonians don't cut their hair, they are convinced and Jimmy calls Superman on his signal watch.
When the Man of Steel appears, he is given a Phantom Zone gun and is challenged to draw against ALL of the Phantom Zone criminals at once. Superman manages to win the draw, admittedly by cheating, when he uses his x-ray vision to melt all his foes guns leaving them defenseless to Superman's Phantom Zone weapon. Afterward, Lois explains to Superman how she managed to convince Jimmy and Perry that the cowboys were really Phantom Zone criminals in disguise.
