Quote1 Consider this a precautionary measure. Sure, you're Superman today. But tomorrow you might be Gangbuster or, even worse -- another Darkseid! In that event we need the means to... deal with you. Quote2

Superman (Volume 2) #58 is an issue of the series Superman (Volume 2) with a cover date of August, 1991.

Synopsis for "Fangs of the Bloodhounds"

Paul Westfield, director of Project Cadmus, orders the Bloodhounds to hunt and capture Superman because of the possible danger the man of steel represents, especially since the Gangbuster and Krypton Man incidents. Dubbilex and Guardian protest against the director, but Project Bloodhound moves to the next phase.

The "hounds" track Superman's aura to the Daily Planet building, where they break in and demands the man of steel to show up. Lois distracts one of them, giving Clark time to change to his suit. Superman deals with the bigger of them, as he poses the biggest threat, and they take the fight to the rooftop. The other two show up behind Superman, taking advantage of his surprise, and they knock him out to take him to Cadmus.

Superman wakes up in Cadmus, and Dubbilex is probing his mind to transfer his thought to their computers. Suddenly, the Hairies break into the facility to rescue Superman. Superman, now free from Dubbilex's mind, is angry and determined to take Cadmus down. But Guardian stops him, telling him to run away and leave the matter in his and Dubbilex's hands, and the man of steel escapes with The Hairies. Westfield learns from Dubbilex's probing that Superman once killed three criminals, and he decides to use that information against him. But the Guardian destroys the computer where they saved the data, and they blackmail the director into never revealing Superman's secret. Otherwise, they would make public a war crime he committed in Vietnam.

The Guardian meets Superman in Metropolis and explains the whole situation and that they planned the breakout with the Hairies, assuring him that his secret is safe.
