Syraq was an Arabian country hostile to the West.
History
A Syraqi terrorist calling himself Abu Hassan, with a good alibi and diplomatic immunity, sent a squad of suicide gunmen into Gotham City to shoot up a veterans' club. This drew Batman to Syraq's embassy in London. There Hassan was preparing to re-create Guy Fawkes' "gunpowder plot", and blow up the Towers of Parliament. Batman raided Hassan's embassy base, and there was a melee, from which Abu Hassan got knocked through an upper-story window, and fell onto the embassy's spiked security wall, and died. Batman then dismantled the rest of the terrorist gang.

- Abu Hassan kept a painting of a Hammer-and-Sickle in his room at the Syraqi embassy, and his suicide gunmen shout a combination of Marxist and Jihadi slogans.
