The character is named "Accelerated Man" in the credits for "Attack on Central City".
That aside, the mention in "Monster" could have been HR avoiding over complication. Opting for just "our Flash" rather than "our Flash, known as the Accelerated Man" or "the Accelerated Man, for whom you are a counterpart Barry".
IIRC that's the only time he named a meta from Earth-19 in direct comparison to an Earth-1 meta he knew by name. All the rest were either name-drops, like Grodd, or him coining the name, like Shade.
