The only reason this guy is included in New Earth, is because he was incidentally mentioned on the Batgirl Special #1. I included a note on that issue, explaining how the continuity of the story is mixed-up and unclear. Because of this guy's insignificant role on that story, I'll include a move tag to (Earth-One) after 24 hours, unless there is a dissent opinion about the change. - S.S. - I, for one, disagree. I think General Scar's mention (and son) in Batgirl Special #1 is totally enough to make him New Earth, and I don't think Batgirl Special #1 is very problematic. Batgirl Special #1 is apparently gotten rid of in one of the "minor reboots" (Zero Hour or Infinite Crisis), but it works perfectly well in the post-Crisis, pre-Zero Hour universe.
