- No. He is the same guy. I checked Batgirl Vol 4's relevant issues. In issue #12 he is identified as Philippe Rianne. In Batgirl (Volume 5) #25, Babs calls him Philip Rianne and says he's an old enemy of hers. MektonZ (talk) 15:37, September 26, 2018 (UTC)
