Continuity

Is this series explicitly non-canon? I don't see anything about it being an Elseworlds, and I'm curious why he isn't just listed as New Earth.

I've read this. It's definitely not an Elseworld story. Being set in the past, I think it was definitely supposed to be canon, although DC may have retconed it otherwise (Jong Li was supposed to be the first human GL; No idea if that's still the case) like much of post Parallax pre-Rebirth GL history.
