Kawolo and his ring didn't show up until the Silver Age of Earth-One had already got started, so he and it are not from Earth-Two. Everything and everybody else in Congo Bill's backstory dates back to Earth-Two. Thus while Congorilla is an Earth-One/New Earth character, Bill himself is an Earth-Two/New Earth character.
