While I agree that this one-panel cameo is Alex Ross' homage to The Shadow, nothing concrete about this version of the character (apart from his fashion sense and nasal dimensions) can be gleaned from it. Meaning: The page merely contains assumptions inferred from the Earth-One Kent Allard page; nothing definite about the background/history of this Cranston iteration is actually known.
