It seems like Paul Kirk I and Paul Kirk II could very easily be considered the same character. I can't see a reason not to merge them. Would anybody object to that? I'm not too keen on merges based on "could be". IIUC, the source material doesn't directly link the two characters. No transition story and no references to the second version having been a PI or that 15 issue run in later stories. While that wouldn't be odd in the 1940s, it is with some of the later stories, especially those by more continuity focused writers.
That said, given the current take on (Continuity) dabbing, Paul Kirk I (Earth-Two) and Paul Kirk II (New Earth) can lose the Roman numerals without confusion - the PI never appears or is referenced in post-Crisis stories. And Paul Kirk III (New Earth) can resonable be moved to Paul Kirk Clone (New Earth).

I take your point, and it very well could have been the editor or publisher dictating "Put a costume on 'im for next issue!" that resulted in the change in the strip between Adventure Comics #72 and #74. It would be nice to have more than reader's intuition though.
As a double check, how does Who's Who: The Definitive Directory of the DC Universe #14 write the Manhunter Kirk up?

This is, again, from memory. I do seem to remember that Roy Thomas did a summary of the character's editorial history in Secret Origins Vol2 #23 (Manhunter issue and MIllennium tie-in) where that very point was adressed. Could 4be helpful. --Lucien61 (talk) 14:07, November 2, 2014 (UTC)
