Not a Robot[]
The Pacifier isn't a robot (or team of robots) but actually an armor as we can see in Superman Vol 2 3 , where the armor is piloted by Glommer. Additional proof is shown in New Year's Evil: Darkseid Vol 1 1 where Granny Goodness builds Mark VII Pacifier,implying that there were other versions of the armor
