Too many pronouns[]

"Steve Mandragora was a hit man who used to work for Franco Bertinelli, a mob boss, until he turned on him." So, does this mean that 1) Bertinelli turned on his underling, who then went out on his own or 2) that Mandragora turned on his boss to go out on his own.
