Skull-guy COULD be Creed Phillips, the Eradicator. If not, then he's nobody who ever appeared on any Flash covers, from 1970 to 1985. Hope that narrows it down. Stoop Davy Dave (talk) 21:18, May 8, 2016 (UTC)
