Synopsis for "...And Justice For All"

The entire world is in blackout due to the menace of the elemental being known as the Ultra-Humanite, who desires to rule Earth. The planet's heroes the Secret Six are easily defeated in trying to stop the Ultra-Humanite.

As the crisis continues, a secret cabal blames the current situation on superhumans and assigned a group of non-powered operatives in eliminating other emerging superheroes aside from the Secret Six: The first Atom (Arthur Thompson), Superman, Wonder Woman and Batman. Arthur Thompson is the first to be killed on the day of his senate hearing from an assassin's bullet fired by The Question, who is then assign in moving on to his next target the Green Lantern. Similarly, the other operatives The Human Target, Johnny Double, and The Vigilante are task in killing Superman, Wonder Woman, and Batman respectively. However, the operatives severely over underestimate the heroes and their assassination attempts are easily thwarted. Thompson is resurrected by the Green Lantern.

The heroes interrogate their assassins in which they reveal the location of their superiors to a armory in Missouri. The heroes arrive and gather there to find a communication array and discovers that the identities of the conspirators to be Senator Manson, who was punished for his past crime by the vengeful Captain Comet; Martina Zelenka, the First Lady of the United States; and Arthur Thompson's nemesis the Shadow Thief. The cabal learns their secret is compromised and immediately shut down the array. The heroes are aghast of the identities of the JLA, but realize that the so-called Justice League have somewhat a noble goal. They then decide to form their own Justice League instead.
