Tartarus was a team run by Vandal Savage and were enemies of the Titans.
History
When Vandal Savage kidnapped longtime Titans ally Lilith Clay, he forced her to use her powers to scope out recruits for a special team dedicated to defeating the Titans. Lilith however had the last laugh and gathered villains who could not gel with each other long enough to complete their goal.
