Tattooed Man is a super-villain who can manipulate living tattoos on his body and usually an enemy of Green Lantern. There are several individuals that had used the alias. The first was Abel Tarrant, who was a former sailor who turned to burglary. The second was John Oakes, a former cellmate of Tarrant and earned his abilities from the latter through supernatural means. Mark Richards is the current Tattooed Man, although he is not strictly a villain. He has been involved with the Secret Society of Super-Villains, the Justice League of America, and the Titans mercenaries.

Abel Tarrant was created by Gardner Fox and Gil Kane, first appearing in Green Lantern (Volume 2) #23 (1963). John Oakes was created by Jerry Prosser and Warren Pleece under the Vertigo title, first appearing in Skin Graft: The Adventures of a Tattooed Man #1 (1993). Mark Richards was created by Geoff Johns and Ethan Van Sciver, first appearing in Green Lantern (Volume 4) #9 (2006).
