The body of Amy Sue Allen, aka Bombshell, is extracted from Belle Reve prison following a massive battle between the Teen Titans and the villainous Titans East. Though Amy Allen has survived being nearly murdered by a brainwashed Batgirl, it is believed that she no longer has the ability to harness her quantum powers.
Now
Wendy is in the hospital in critical condition after suffering wounds from the evil Wonder-Dog. Her brother Marvin however, was not so lucky. Cassie Sandsmark sits at Wendy's bedside and tells her about Marvin's funeral service. She suddenly grows ill and hastily leaves the hospital room.
In Oceanside, California, Amy Allen reunites with her mother at a grocery store. She confesses that all of her actions while operating as Bombshell were conducted while working for the U.S. government. Now though, she begins to question the ethics of her actions and she wants to find the director of the Quantum Project. Mrs. Allen is happy to see her daughter, but reveals that her father is the head of the Quantum Project and is the man responsible for turning her into Bombshell in the first place.
Suddenly, a squad of Quantum Soldiers raid the super-market looking for Amy. Amy's powers have returned and she transforms into the armored Bombshell. The soldiers bring a tank to take her down, but Bombshell easily fights through the soldiers with her quantum blasts.
The Teen Titans arrive on the scene and begin fighting Bombshell. They are not convinced that she is trying to turn a new leaf and dog pile on top of her. Red Devil tries to super-heat her Dilustel body sheathe, but Bombshell won't fall for the same trick twice. She grabs Eddie and hurls him away from her. Cassie swoops down and lays a haymaker across Bombshell's jaw, but fades back as she suddenly suffers another dizzy spell. As Robin and Blue Beetle rush to Cassie's side, Bombshell takes advantage of the distraction and flies off.
The Titans decide to bring Cassie to Doctor Mid-Nite of the Justice Society of America. Mid-Nite checks her out and gives her a clean bill of health. He can determine no medical reason for Cassie's sudden illness.
Meanwhile, Bombshell flies to a secret Quantum Project base in Colorado and tears through the building. She comes face to face with the project's director - her father.
Elsewhere, the son of Ares watches over young Cassandra Sandsmark with great interest.
