Tempus existed within the timestream, a realm which existed outside reality, and guarded it from interference.

When Jay Garrick and Barry Allen, the Flash of Earth-Two and Earth-One respectively, became trapped there, Tempus attempted to prevent them from travelling through it in order to escape, but eventually allowed them to leave after they defeated him in combat.
