Synopsis for "The Bullet"

The Flash is badly injured and heavily bleeding, but knows he has to keep moving as he only has 1/100th of a second to save police officer Rivera, who's standing straight in the path of a bullet fired by officer Beck at Eobard Thawne. Thawne pounces on Barry so he has to watch Rivera die and tries to stomp on him, but he escapes and tries to save Rivera again.

As Barry is again prevented from stopping the bullet by Thawne, the two engage in a duel before the former tosses themselves onto a train track and charges hismelf with electricity to beat him unconscious and saving Rivera just in the nick of time.

Synopsis for "Burnout"

Three Rogues try to flee with cash and the Flash rushes in to stop them. Hal Jordan has showed up after learning that he's been recklessly fighting crime lately and stops the Rainbow Raider from attacking him while he's busy with the other two Rogues. Barry is displeased with his help and tries to leave after learning he isn't here on any official business, but Hal stops him saying that everyone's worried about him greatly increasing his superhero activity.

As the two stop by Barry's apartment to talk in private, Hal notices that it's a complete mess. As Barry quickly cleans it up, Hal expresses concern about him recklessly fighting against criminals and states he could have died if not for his intervention, leading to Barry stating that he has a lot of work to do and he can't go to space to avoid things like him. Hal tells him to stop mocking him as he's only trying to help and knows about the burden they have to carry as a hero, but they soon learn about the Top causing havoc at a hospital from police chatter. At the hospital, Top calls the doctors frauds before getting attacked by Flash, but knocks him off of himself due to the twister he created, while calling him the greatest fraud.

Hal stops Barry from going in again, stating it's reckless, and asks about the Top's problem, suspecting he isn't of a sound mind. Flash tells him that the Top is named Roscoe Dillon and has mental issues for which he was seeking treatment at. the psychiatric hospital. He visited him regularly before he got busy in crime-fighting. The two realize that someone needs to calm him down and Hal traps him along with Barry in a cube constructed from his Lantern ring. Barry asks the Top to let him help, but he states that no one will as they'll simply quit on him or die just like Dr. Diaz, the only person who treated him in a humane manner. Barry apologizes and encourages him to keep seeking treatment, promising to get him shifted if the hospital he's at doesn't help.

As the Top is taken in, Barry tells Hal that he increased his crime-fighting activity to make up for deaths of many Central City police officers months ago at the hands of the Rogues during a robbery, while keeping him busy in Keystone City. Hal tells him that they need to talk more about their responsibilities and how they handle it, hoping he'll meet him at the next meeting of the Justice League. Flash however states they'll meet sooner.
