The Flash: Iron Heights is a one-shot with a cover date of October, 2001.
Synopsis for "Iron Heights"
Nine years ago, Dr. Michael Amar, once a respected surgeon, went crazy and started a murder spree to stop the voices in his head. His murder spree encompassed over fifty suspected murders in Central City and Keystone City. One night, police officers Fred Chyre and Joe Jackam responded to a call and interrupted Amar in the act of murdering two women. He had already killed one victim, but the officers were able to save the other. Amar refused to surrender and the officers were forced to shoot him. However, he survived his wounds and was taken into custody. With the help of Barry Allen's testimony as a forensic expert, who linked him to at least twelve murders, Amar was convicted and sentenced to death by lethal injection.
Several years later, Weather Wizard is brought into Iron Heights. He is given a rude welcome by the warden, Gregory Wolfe. Wolfe grills him about murdering his brother, but Mardon claims he did not do it. There is a viral outbreak at the penitentiary. Flash runs in to save the police officers trapped. Flash and Pied Piper break-in through the basement where they stumble upon old villain Fallout. He is tied up with tons of wires and the whole facility is being powered by his radiation. After going through some of the most dangerous locked foes, Flash finds Doctor Amar and deduces that he is the one responsible for the virus. When Flash tries to interrogate Amar, he realizes that the madman has sewn his mouth shut and cut out his tongue so that he can never incriminate himself again. He now goes by the moniker Murmur as seen on his prison cell door.
Back at STAR Labs, Jay Garrick finds a vaccine for the disease just as Flash brings him a sample of Murmur's blood, which is invulnerable to the virus. Jay puts the cure out in the water system, curing the infected people on the outside while Wally takes the cure to Iron Heights and cures everyone.
However, during the whole event, the Rogues who were locked in Iron Heights had escaped and among them was Murmur. The villains make a proposal to Murmur, saying it is time they start a new Rogue's Gallery to bring down the Flash.
