Despero hails from a possible future where, according to his words, Barry Allen/Flash seemingly caused the Armageddon, damning the entire world in unknown circumstances.

Ray Palmer tells Barry that him and Nate did not see each other in a while. This may be a reference to the Legends being currently stranded back in time as the Waverider was destroyed in the DC's Legends of Tomorrow episode, The Fungus Amongus.
Ray Palmer suiting up like Superman is a reference to Brandon Routh's former role as Clark Kent/Superman in both Superman Returns and Crisis on Infinite Earths.
