The Flash #195 is an issue of the series The Flash (Volume 1) with a cover date of March, 1970.

Synopsis for "The Flash: Fugitive from Blind Justice"

The Flash races through public appearances in Central City, signing autographs for Mark Evanier, Peter Sanderson and Irene Vartanoff. Blinded by a photographer's ambush, the Flash clumsily dodges bullets from fiends that he can't see, though recognizes the voice. A dog leaps into the fray and saves him, before running off.

The headline in the Picture News alleges that the same dog — Lightning — killed his master, the millionaire Philip Bentley and the Flash doesn't believe it. At the pound, the Flash vibrates the dog free and searches for the truth, finding that the dead millionaire's brother Lee had the familiar-sounding crook Vic Torrance frame the dog for Philip's murder.

Lightning again saves the Flash from Torrence's thugs and Lee Bentley confesses to his brother's murder. Once the crooks are jailed, Barry and Iris now have a new dog, Lightning.
