Synopsis for "Rogues to Redemption"
Gregory Wolfe is elected Mayor of Central City, with Blacksmith as his chief of staff. In his first official act he releases the Rogues from prison and deputises them into the CCPD.
Meanwhile, at Terrifictech, Mister Terrific and Doctor Mid-Nite confirm that Linda Park-West is pregnant again, to her and Wally's joy. As they are walking home they spot what appears to be Captain Cold robbing a jewellery store, so Wally changes into his costume and runs in. He disarms Cold and two teenagers who Wally assumed were hostages flee. Cold tells him that they were the thieves and that he was stopping them, showing him his police badge. Wally bursts out laughing and refuses to believe him, but Cold calls the other Rogues for backup, who teleport in and tell Wally he is under arrest for vigilantism. They attack and overpower him, but Linda runs in and pulls him out.
Wally meets again with Mister Terrific, who confirms that the Rogues are special police officers and theorises that Wolfe's campaign was funded by Blacksmith's mafia connections in exchange for his commuting sentences. It's revealed that he is correct about where Wolfe's money comes from. However, Wolfe released the Rogues on his own initiative so he could use them to gain totalitarian control over the city. When Blacksmith tells Wolfe his backers will expect favours in return, he replies that he will give them nothing. She warns him that he will spark a war with the mob and refuses to go along with it, but he reveals he has superpowers and threatens her into obedience.
Wally goes to Heat Wave's apartment and asks him why he is helping Wolfe. Rory reveals that after Wally arrested him last time he was drafted into the Suicide Squad and then dumped back in Iron Heights to die, but that Wolfe somehow cured his cancer and gave the Rogues their freedom in exchange for loyalty. He blasts Wally out of the window and the Rogues, who expected him to visit Rory and laid a trap, attack him again. Fortunately Piped Piper arrives and puts them into a trance.
