Synopsis for "Ordered Mind"
Wally reunites with his old friend Hartley Rathway, the Pied Piper, and they escape before the paralysis Piper cast on the Rogues wears off. They return to Wally's home, where they learn from the news that Wolfe has declared martial law and instituted a curfew and checkpoints throughout the city. Linda tells them that, when governments take actions like Wolfe's, they are usually motivated by money or power, and recommends they just confront Wolfe directly.
Wally breaks into Wolfe's office and reveals that he has deduced that Wolfe has been taking money from the Mafia, which, along with recruiting the Rogues as police officers, is extremely out of character for him. Wolfe claims that he is taking the broader view and now understands that order requires extreme measures. Wolfe, Blacksmith and the Rogues attack Wally and are able to overpower him; but Linda, the twins and Pier Piper arrive to even the odds. They manage to defeat and restrain the Rogues, but when Wally and Linda attack Wolfe they literally bounce off of him.
Wally deduces from Wolfe's powers and rants about order that he is the avatar of the Lords of Order. He asks to talk to the Lords and they speak to him through Wolfe. The Lords tell Wally that, since the Rock of Eternity fell from its position at the centre of the Multiverse, the Lords of Chaos have gained strength and they have determined that Central City will be the site of a great chaos incursion; as such they chose Wolfe to take control of the city in preparation. Wally tells them that their attempts to create order through force will not work and will only result in greater chaos when people push back, and that they need to allow people the freedom to make the right choices. The Lords reluctantly agree and depart.
Freed from the Lords' control, Wolfe also agrees to try things Wally's way, but warns that if it doesn't work the Lords will return. The Rogues ask if he will return them to prison but he admits they will be needed for whatever crisis the Lords of Order foresaw and allows them to keep their new jobs. Wally tells them this could be the start of them coming over to the straight and narrow, and they burst out laughing.
