Synopsis for "Terminal Velocity, Overdrive: The Quick and the Dead"

The fall of Keystone City and the triumph of Kobra seem to become reality. Flash has disappeared, Impulse is injured and so it is up to Linda Park, Iris Allen and Pied Piper to form the last line of defense. Kobra continues his plan - he directs the geothermal energies released by the earthquake to a satellite in orbit which then distributes the power to his soldiers all over the world. That leads to other heroes like Batman, Robin and Steel having to deal with Kobra's soldiers in their respective cities as well.

Meanwhile, Piper and a re-energized Bart are able to cause some damage to the infrastructure of Kobra, but the energy transfer is still not interrupted. They get further assistance from Jesse Quick, who despite her leg wound still is able to fly and somehow managed the penetrate the force field around Keystone City. And Max Mercury finds a way to at least evacuate part of the frantic population.

Linda starts a direct attack on Kobra, but when he wants to get rid of her Wally suddenly rematerializes between them. He subdues Kobra and destroys the energy distributor - only to seemingly disappear in a blinding explosion again. Because Kobra's soldiers are no longer supplied with power, it is easy for Superman, Green Lantern, etc. to defeat them as well. But much more important is that Wally is alive and well. While holding Linda in his arms, he explains his experiences once he reached the speed of light. And although it felt like being in heaven, he decided to return because he did not want to live without Linda ...
