Synopsis for "Hell to Pay, Conclusion: An Attack of Conscience"
Flash returns to Keystone City as Neron frees the souls of the Rogues. The five villains are looking around and immediately wonder what they have done to the city. But the fight is not over, because somehow the Rogue's power avatars are still in the game. Flash and the JLA fight them, but once again with little to no effect. With his new powers, Superman is able to see that something is wrong with Flash's energy signature and that his running around actually fuels the avatars. As Superman recognizes Linda Park, the JLA members approach her and learn about her sacrifice to Neron. Using her lasso, Wonder Woman binds both Flash and Linda together and as they talk they realize how Neron screwed them both. But that seems to have backfired, because suddenly Neron appears and begs both Linda and Wally to take their love back. Their love for each other is so strong that it is too much for Neron to handle as he suddenly started to feel compassion for the souls around him. But now Flash and Linda do not give in so easy. They demand that Neron restore Keystone City and the lives lost during the Rogue's attack. To finally get rid of their love, Neron agrees and a few moments later Keystone City and its citizens are back unscathed. Before leaving Neron warns the Flash that he is now his most hated enemy. Wally and Linda can care less at the moment, because they have each others love back. The Rogues have escaped somehow, but for now Flash is willing to give them a pass...
