The Flash (Volume 2) #139 is an issue of the series The Flash (Volume 2) with a cover date of July, 1998.

Synopsis for "The Black Flash, Part One: The Late Wally West"

Wally West, Linda Park, Max Mercury, Bart Allen, Jay Garrick and Jesse Quick hold a picnic at Iris Allen's house on her wedding anniversary. When Max takes a picture of the group, he notices an odd black blur behind Wally.

Later, Wally tells Jay that he's planning on proposing to Linda that night. He then investigates mysterious weather patterns around the world and locates the source of the disturbances to Somalia, where Flash finds the Weather Wizard. But the one-time villain claims he's turned good and was only trying to bring vegetation to the desert.

Meanwhile, Max confirms the black blur behind Wally is the same black blur that appeared behind Johnny Quick and Barry Allen in photos of them shortly before they died. Max brings this evidence to Jesse, and they race off to find Wally. When they finally catch him, they prevent him from meeting with Linda at the Flash Museum. Max tries to show Wally the photo, but the black blur is gone. The three speedsters then race to meet Linda, but find she has mysteriously vanished.
