The Flash (Volume 2) #165 is an issue of the series The Flash (Volume 2) with a cover date of October, 2000.
Synopsis for "The Lightning Rod"
Captain Cold breaks Flash out of the police station jail cells. Flash is still missing his super speed because there is no connection to the Speed Force anymore. They escape the police station and try to find way out of their current situation. Flash theorizes that they are in a parallel universe or in another time. In the meantime, several policemen are pinned down by a sniper named Plunder. Plunder's boss, Thinker, gives him three more targets.
Flash and Captain Cold go to Jay Garrick's house, but it is no longer Jay Garrick's place. Joan Garrick lives there with another man who is not very welcoming. Captain Cold keeps the man busy while Flash talks to Joan. She tells Flash that Jay is dead and also never had super speed. Instead, he joined the Army. As a result, no one ever gained super speed. Cold and Flash visit Jay Garrick's grave and then they discover that Central City has been nearly destroyed by all the crime. Flash notices that Cold has been holding his gun in his left hand even though he is right-handed. Thus, Flash deducts that they are in some kind of mirror world. At that moment, Barry Allen appears with a squad of cops.
