The Flash (Volume 2) with a cover date of May, 1992.
Synopsis for "Flash: Year One – Born to Run!, Chapter 1: Thunder Struck"
Two terrorists are arrested and tell the cops a bomb is going off shortly. Flash looks for a bomb at the Central City Airport with his super speed. He recalls holding onto a firecracker until the last second and then throwing it as a kid to see how brave he was. He performs a similar task with the bomb as it is seconds from going off. The casing begins to break and he throws the bomb into the air saving the airport and the 300 people there.
Wally heads to a restaurant to order one of everything. He thinks about how he has to eat so much food to keep up with his metabolism. He overhears a familiar voice and turns to see his Grandpa, Ira West. Wally sees how Ira is starting to become forgetful and he thinks about how wonderful the Allen Family is and how much he admires, and misses, Iris Allen. He thinks she couldn't have married a better guy than Barry Allen. Wally drives his Grandfather home and rummages through Iris's old items boxed up that have been there since she died.
Wally recalls when he was ten, the summer he moved to Central City to live with his Aunt Iris. From the day he arrived, they were close. She agreed to take him to the Flash Museum, but they were interrupted by men robbing the diamond exchange. The Flash stopped by to stop them but he tripped on some jewelry. When one of the criminals was about to shoot the fallen Flash, Wally moved quick and opened a fire hydrant knocking the thief off balance. It bought the Flash enough time to take care of the criminals. Iris ran to phone in the incident since she's a news reporter. She told Wally they were going to have lunch with her fiance, Barry Allen. Barry showed up with wet hair. Wally found him boring.
Later, when Iris went to work and left Wally with Barry, Barry took him to his police lab where he told him he'll introduce him to the Flash. He had Wally go through a door where he transformed quickly to turn into the Flash and showed him the lab. When he started telling him of the incident that caused him to receive super speed, a storm was roaring outside. Suddenly, a bolt of lighting hit Wally as he stood in front of a wall of chemicals that originally infused Barry with his Speed Force powers.
