Synopsis for "Issue Fourteen: As Above"
The Weather Wizard crashes his plane in the Arctic Circle and enters the tunnel down to Skartaris. He descends down, muttering pseudo-religious nonsense to himself as he goes. He meets a soldier riding a dinosaur and attacks him, reciting a prayer. Two weeks later Mister Terrific drops the Wests off in the Arctic for a camping trip to Skartaris. As they go down the tunnel, Wally tells the family that Skartaris is saturated with magic so their powers likely won't work. They come out of the other side and look upon the epic prehistoric landscape. Linda is amazed, but as they set up camp asks Wally if he can afford to be away from the Justice League; however he assures her that the world is in good hands.
Two days prior, Wally and Wallace watch as the police officers stranded in space by Gorilla Grodd are rescued. They foil a bank robbery and Wally asks Kid Flash to watch over Central City while he is away. Wallace says they need to get to Barry Allen's barbecue but Wally insists on checking in at Iron Heights first. The new warden assures him that they have everything under control and have adjusted security measures to account for the inmates' altered powers after Absolute Power. The staff do tell him that Weather Wizard is still at large, but they consider him a minor threat; and Godspeed is in the midst of a panic attack as his connection to the Speed Force has been disrupted. Wally suggests that they look for Weather Wizard, despite considering him the "worst villain ever", but Wallace tells him to stop stalling and drags him to Barry and Iris' house.
Having lost his powers, Barry is throwing a "retirement party" for himself. The members of the Flash Family in attendance feel awkward as they all still have their speed, but Barry insists that he doesn't mind and appears to be in good spirits. He takes Wally into the house and says he shouldn't feel guilty that he kept his powers while Barry lost his, and that he is happy to be living a normal life. He gives Wally his old Costume Ring, to Wally's shock. Wally gets a call on his Justice League card and has to leave; when he does, Barry sighs.
In the present, a flock of Pteranodons swoop down at the West's dog Foxy. Wally runs over at super-speed and drives the animals away, revealing that powers do in fact work in Skartaris and he knew that. He initially asks Jai and Irey to keep it a secret, as he actually brought the family to Skartaris for a mission and wanted them to all be on a level playing field when they did it; clearly trying to process his feelings over Barry losing his powers by overcompensating for Linda losing her own temporary super-speed. Jai points out that lying will come back to bite him and Wally concedes that he is right and goes to tell Linda everything.
The day before the camping trip Wally is called to the Watchtower by Red Tornado, who has become the satellite's A.I. Red Tornado tells Wally that the League have found a squid with Atlantean writing on it, spelling out a message addressed to "The Flash". The message is a hologram of Travis Morgan, the Warlord, who tells them that the magic of Skartaris is being jeopardised by Weather Wizard. To Wally's bemusement, Warlord describes Weather Wizard as an "all-powerful sorcerer" and serious threat. He begs the Flash to come and aid them. The message ends and Wally says he wants to help but he promised his family they would take a vacation. Inspector Pilgrim appears and tells Wally that he has a solution.
Wally admits everything to Linda and she enthusiastically accepts the mission, but warns Wally not to try keeping secrets from her again. Irey is annoyed that their mission is going after Weather Wizard and "lame monsters" instead of fighting major villains with the Justice League, but Wally says they are helping people and that's what matters. She sneaks off, steals Wally's ID card and runs up to the surface. Irey is able to match her Speed Force signature to Wally's and get the card to work, Boom Tubing up to the Watchtower. She triggers the intruder alarm and a number of Leaguers run in to see what is happening, including Wally.

Notes
- This issue carries the legacy numbering The Flash #814.
- This story takes place between the events of DC All In Special #1 and Titans (Volume 4) #16 where Wally's new Flash costume made his first full appearance after having been originally glimpsed in a vision from the previous issue.
- For a brief moment, Wally seems to remember the original timeline where Foxy, who was created by The Deep Change in the epilogue of the previous issue, never existed. However, after Foxy's bark, he forgets it, presumably due to The Deep Change's reality-altering power or, possibly, the creature's cosmic abilities.
- According to Wally, Doctor Fate believes that Skartaris changes to match the ideas of the outside world, explaining the discrepancy between earlier depictions of dinosaurs and more scientifically accurate modern portrayals.
