Synopsis for "Impulse Control - Part II"

Max Mercury, known as Whip Whirlwind in 1908, rants about the glory of Darkseid and "Omega Speed". He declares that the Speed Force must die, and then through the power of Omega he will be the fastest entity in existence. Impulse quickly realises that something is wrong and realises that Saturn Girl, Cosmic Boy and Lightning Lad are not the Legion of Super-Heroes from his own future, but are the Legion of Darkseid from the other world. The Legion order Whip Whirlwind to prove his loyalty by killing Impulse and Bart flees.

As he runs from Whirlwind, Bart finds and blows past Wally, who chases after him. As they run, Wally senses there is something very wrong with the Speed Force. Whip Whirlwind tackles him as they run across water and pulls him under to try to drown him. Wally manages to break free and swims up at Mach 12, blasting through the water and into the air on top of a waterspout. He drops Whirlwind to the ground, but Lightning Lad swoops in and punches him out of the sky too. The Legionnaires say they need to capture Impulse too and Saturn Girl tells the others that she has already sent "her".

Impulse runs along the Trans-Siberian Railway until he suddenly runs headlong into the XS from the Legion of Darkseid. Meanwhile Wally manages to break free of the Legion and run away with Cosmic Boy's flight ring. He takes off into the air and flies off searching for Bart. As he looks for him he reflects that, based on what he heard Whirlwind and the Legion say, Darkseid is trying to replace the Speed Force with his own Omega Speed. This means that reality is currently fragile and he and Bart could destroy everything if they keep meddling with time. He spots Bart and XS by the railway and flies down to them, with the Legion hot on his trail.

Bart initially assumes XS is his cousin Jenni, but she reveals that she is part of the Legion and the living embodiment of Omega Speed. While she is monologuing, he runs away and onto the train, but she chases after and corners him. She asks him to join the Legion, but he becomes confused when she says "Darkseid is" and she is unable to explain what that means. Wally flies down onto the train and throws XS out of a window. He then berates Bart for going on the train and putting bystanders at risk, and tells him that they need to evacuate the train before the Legion catch up to them, which will alter over a hundred courses of history. Cosmic Boy rips the roof off the train and Lightning Lad electrifies it. Bart saves the passengers from being electrified by telling them in Russian to lift their hands and feet away from anything metallic, and Wally takes Lightning Lad down by throwing a passenger's bag at him.

Wally and Bart evacuate the train in two seconds, but Cosmic Boy lifts it up while they are searching it for any stragglers. Meanwhile on the ground, XS realises how to permanently wipe out the Flashes. She tells Saturn Girl to activate the Time Bubbles and take them to Central City on the night Barry Allen was hit by the lightning. The Legionnaires, including Cosmic Boy, disappear into the future and the train crashes to Earth. Wally and Bart survive, but when they climb out of the wreckage, Bart discovers that his powers are gone. He assumes the Speed Force is gone but Wally can still feel it. Wally realises that the Legion changed something in his past and that says that they need to get to Barry Allen.
