Synopsis for Captain Marvel: "Capt. Marvel Meets The World's Greatest Actor!"

On his broadcast, Billy declares that while the police can't do anything about offshore gambling vessels, Captain Marvel will. He transforms, and the hero flies off to enact some vigilante justice.

His target is the floating casino of "Big Shoulders" Samson, who's already bemoaning all the business he's losing because of Billy's broadcasts; one of his only regulars anymore is actor John Tarryless, who's been paying in IOUs. After Captain Marvel overturns a few tables, roughs up a few employees and tells everyone to go back to shore, Samson marvels at how everyone obeys the hero, which gives him an idea...

Samson has Tarryless pretend to be Captain Marvel and encourage people to visit his gambling ship, playing on the hero's reputation to attract business. However, Billy Batson's heard a story about Captain Marvel saying things he certainly never did, and visits the ship himself. After exposing the games as crooked, he's thrown in the hold, but Tarryless objects to a child being treated so roughly and is thrown in with him. Billy transforms, and after cleaning up the gang, Tarryless says pretending to be such a righteous hero has rubbed off on him, and he swears off gambling for good.
