The Thinker ran a factory prison for a number of years before Batman and Robin put him out of business.
History
The Thinker ruled over a secret city behind high stone walls in the heart of the desert. The city's only factory produced advanced vehicles and weapons for the underworld, and was staffed by ex-convicts, under prison-like conditions. Small infractions were punished with death, and any unruly workers routinely disappeared.
His citadel was infiltrated in 1947 by Batman and Robin, who armed the workmen with some of the factory's own weapons, and led an overthrow of the entire complex. Many or most of the Thinker's gunmen were disabled and captured, and the Thinker himself was accidentally electrocuted.
