Thirteen was a government agent from the future.
History
Thirteen and his talking cat, Faustus, attempt to steal a mysterious missile that the United States Air Force had been working on. He must contend with both the Ghost, who wants to steal it for himself and Captain Atom, who is trying to protect it. Thirteen's tricks and bad luck are able to easily overcome the combined abilities of Captain Atom and the Ghost and he disappears with the missile. In the future, Faustus recalls how much fun he had because their advanced technology appeared magical in the past. Thirteen's agency remarks that absconding with the missile was to prevent it from destroying mankind, although Thirteen felt guilty about making a fool out of Captain Atom.[1]
