Tommy Elliot was a schoolmate of Bruce Wayne.
History
A little after Bruce Wayne returned to his old school, Tommy Elliot bullied him, asking for gory details of the death of his parents and insulting his mother. Later the same day, Bruce came to Tommy's house, knocked on his door, and when he answered, repeatedly punched him in the face while using his father's watch as a brass knuckle.[1]
Years later, Tommy reencountered Bruce and apologized for his actions.[2] Both became friends during Bruce's rebellious phase.

- This version of the character is exclusive to the continuity of the television series Gotham, Pennyworth and its tie-in webseries and shorts, Gotham Stories and Gotham: A City Gone Mad. It is an adaptation of Thomas Elliot/Hush. The original character was created by Jeph Loeb and Jim Lee and first appeared in Batman #609.
