They share a name. Sometimes, there's nothing but coincidence.
Could be but seems unlikely. Ultraman and Ultraman both have similarities in that they are both somewhat an answer to Superman. However, Ultraman of Japan is superhero where as Ultraman from Earth-3 is a supervillain.

Their name. That's it. It's not a far stretch to come up with it, as both Super and Ultra signify something higher than a normal man. There've been several "Hypermen" too.
Ultra is a common word used to describe a vast level of something, it makes sense that it be used in a superhero name, when you think about it there running out of good words to put into superhero names so it makes sense a few overlap, I'd call it coincidence personally.
Even DC had another hero names Ultraman in the Golden Age, Gary Concord. Not related to either Ultraman.
