Thurber Avian was a scientist working for the US Air Force. His work involved testing and treating youngsters with leukemia. Following his trials, he absconded with all of his research and was not heard from for several years. Following the Genesis event, he sent one of his bird-like experiments back to the Air Force base to gather the Air Force's analysis of his research.
